We received a reply from first appellate authority of MHRD regarding appointment of directors for 13 NIT’s. NIT Warangal is also among the 13 NIT’s which have post of director vacant.
Here is gist of reply:
1. The CPIO misses our RTI application.
2. First appellate authority says non traceability of RTI application lead to delay of information and regrets for it .Lol…How come an application got missed when all our earlier RTI’s reached the CPIO and only this RTI got misplaced even when it was sent by speed post to the same old address?
Something fishy happening…??
3. 147 applications have been received by MHRD including 7 nominations.
4. The appellate authority denies giving copy of applications received by MHRD quoting section 8(1) h.
5. Doesn’t mention clear cut selection procedure for appointment of Director’s for INI (Institutes of National Importance).Why is ministry hesitant to give selection procedure?

It is right to demand for sharing of information procedure especially an important post like Director of an INI. Is it going to hamper or vitiate the selection process? Actually, the other way it is true.
We expressed the same concern with the second appellate authority.Wish the hearing comes soon.
It seems interviews are scheduled this month at Bangalore.
But strangely, some candidates who were called for interview does not have the necessary qualifications!!!!! Mera Bharath Mahan !! Anything can happen here!

The persons called for interview for the post of Directors, NITs, at ISRO Office Bangalore, on 25th and 26th Feb. 2011, are selected on the basis of personal contacts only.
Dr. Sunil Sarangi of IIT Kharagpur, having only 2 years and 10 months service has been called for interview as he has good contact in ISRO and MFRD. He joined NIT Rourkela in 2003 during BJP time, then in 2005 during Congress time, now again he has been called for interview. Atypical example of personally biased selection!
When all General Science candidates were not illegible to apply for the post of NIT Director, how come Dr. U R Rao, a Physics person of ISRO will be the Chairman of Direcor selection process?
Hon’ble minister of HRD, Kapil Sibalji should not commit such crimes!
Dr. SK Sarangi is in the short listed candidates for NIT RKL. He has already served there for 2 tenures.
With good contacts in ISRO and MFRD as already mentioned, he is conspiring to be selected for a third term. As anything can happen in INDIA he may well succeed !!!
The audacity of the man is he has declared in a public meeting with oldboys (NITRAA) THAT HE HAD APPLIED ONLY FOR ROURKELA DIRECTORSHIP!!
The question is how he could be shortlisted? What is his interest for coming to the same institute for the consecutive third time?
Further, the gazette of India: extra ordinary stipulates that a person who has held the post of director for two terms would not be eligible for further reappointment as director (recruitment rules for the post of director, school of planning and architecture, bhopal). Are these provisions not applicable for NIT directors? Should the govt. give a third chance to him, that too for a less than half term! Are there no other eligible candidates in this country? We the alumni already have had a bad relation with him, now another tenure will worsen the matter.
Please ,everybody concerned, do something to prevent him from taking the unholy dip!!

This is about Prof. Sunil Kumar Sarangi, Prof. IIT, Kharagpur and Ex-Director, NIT, Rourkela.
1. There was an advertisement No.F 24-5/2010-TS, dated 04.09.2010 by MHRD for filling up the vacancy for the post of Director in 13 National Institute of Technology under Government of India which including NIT, Rourkela also.
2. As per the terms and conditions of the advertisement, besides fulfilling qualifications and experience, the candidate applying for the post preferably be below 60 years of age at the time of applying.
3. The basic principle of the advertisement shall be made on contact basis for a term of 5 years or till the attainment of the age of 65 years which ever is earlier. There shall be clear period of 5 years between the date of appointment and the date of retirement which is 65 years. The principle is followed in all other equivalent posts such as NISERs, North East Regional Institute of Science & Technology, Nirjuli etc under MHRD.
4. There is also a Gazettee Notification of Government of India while advertising the post of director of a central institute under the ministry, where in candidate serving more then 2 terms shall not be eligible for appointment of Director.
5. But it is ridiculous to see that Prof.S.K.Sarangi (Professor of IIT, Kharagpur) & Ex-Director of NIT, Rourkela who has already completed 62 plus years of age applied again for the same post of Director was called interview conducted at Bangaglore during 24-25 February,2011. He had not furnished any police vigilance clearance certificate along with his application which was mandatory.
6. He has only 2 and half years of service left till his superannuation at the age of 65 years.
7. Besides the most important fact is that he has already completed 02 terms comprising of 07 years as Director at NIT, Rourkela only and as a a matter of principle he should not be appointed again for the 3rd consecutive term at the same institute to which he has given his only one choice.
8. During his Directorship at NIT, Rourkela though various developmental projects are undertaken but it is observed that massive corruption, favoritism and nepotism in purchase of computers, construction works, outsourcing in different maintenance works are observed and established. Deviation in tendering in works and purchases were regular features during his tenure here. He used to approve whatever he feels and whatever he desires without following any basic purchase procedures.
9. He did not care anybody even if the Ex-chairman, BOGs Mr.D.Rath who compelled to resign his post.
10. He used to manipulate the resolution of BOGs by virtue of good relationship with some of IIT Professors and ministry personnel who were members of BOG. That is why the BOG meeting could not be held for one year.
11. He allowed implementation of revised scale to teachers’ w.e.f. 01.01.2006 and ordered fixation of pay at a higher stage in the scale violating all such guidelines of MHRD and thus paid and excess of about 2 crores. It is not yet recovered from the teachers in spite of observation of AG audit and directives of MHRD.
12. He was running the management of NIT, Rourkela on his own personal egoism, wish and whim.
13. The least one example is that before 2 days of completion his 2nd term here, on 29.10.2011 he ordered the closure of campus main gate constructed by him 05 years back costing about 20 lakhs and a big trench was made in the midnight for which a great law order situation was created to make the entrance gate functional.
14. Secondly he was adamant to conduct selection process for the post of faculty position just one month before completion of his second term which he should not have done as a basic principle of government. It was held up in the middle by intervention of MHRD.
15. The most sufferers are non-teaching employees who were deprived of their service benefits during his 07 years of term and if objected they put under suspension, withheld increment and salary and filed police case against them.
16. In spite of all these adverse antecedents and without fulfilling the terms and conditions of advertisement , Prof. S. K. Sarangi was again called for interview and it is also heard that he is going to be selected soon and will be posted in NIT, Rourkela only i.e.his only first and last choice.
This is the details of Prof. Sarangi. We are requested all the NITs employees please recommend Prof. Sarangi not for the director of NIT, Rourkela but for the President of Congress Party

Not only Dr. Sunil Sarangi of IIT Kharagpur, has contacts but also fishy track record regarding fake examination and students being caught, and others. But flaunting all the rules has appointed a faculty at a level of professor in civil engineering department with a degree in agricultural engineering without any teaching experience coupled with a bad track record marked under the government scanner!!! This Dr. Sunil Sarangi as a director then has gone against the advertisement and the AICT norms. Definitely money has been taken in this regard. This issue is under priority scanner, and has positive signal. This person should really be dismissed as a fraud against the nation. Moreover, he is under IIT Kharagpur umbrella that is now famous for coaching centers and fraud equipment purchase.

Appoint directors based on qualification and vision. Director should be a good administrator and corrupt free. He should be punctual, simple, good teacher, researcher, financial manager, development oriented. Can we find such a person?

Advertisement for the post of Director, NITIE, Mumbai was not put on the MHRD website. I had sent an e-mail to concerned Secretary of MHRD saying that the advertisement is missing on the website. Still no action was taken.
Prof Saranghi who was almost facing suspension towards the end of his tnnure is called for interview. It is disaster to NIT System if they give it to him.
Post of Director, NIT Silchar fell vacant with effect from 1 November 2008 consequent upon the resignation of the then incumbent Director and its subsequent acceptance by the Government of India. The than Director made over the charge on 31 October 2008.
2. On 31 October 2008, Government of India informed the Registrar that the Director, NIT Agartala was asked to take over the additional charge of NIT Silchar. Prof. P.K. Bose, Director assumed the additional charge of Director, NIT Silchar on the afternoon of 2nd November 2008.
3. Advertisement for recruitment against the post of Director, NIT Silchar was released by the Government of India in September-October 2009 vide its advertisement no. No.F.23 – 6 / 2009 – TS.III in newspapers as well as in the website of the Ministry at http://education.nic.in/technicalEdu/AdvtDir-NIT.pdf. The said advertisement is still displayed in the Ministry’s website.
4. It was learnt that based on the response against the advertisement, a screening of the candidates was done by the Ministry. A probable date was also fixed in the second week of April 2010 to conduct the selection process for a new Director for NIT Silchar (and perhaps for NIT Srinagar). When the file was placed before the Secretary, Higher Education of MHRD, she observed that the new Directors are needed to be recruited for 13 more NITs very shortly and exercise for selection of Directors for Silchar and Srinagar may be clubbed together with the remaining NITs where the tenure of the incumbent Directors were about to complete.
5. Government of India released an advertisement for recruitment of Directors for 13 NITs for which the posts were to fall vacant by an advertisement no. No.F.24-5/2010-TS.III sometimes in October 2010. This advertisement too was displayed in the Ministry’s website at http://education.nic.in/technicalEdu/DirNITs.pdf.
6. Based on the advertisement and shorlisting of candidates, MHRD conducted the interview for 13 NITs during 24-26 February 2011at Bangalore against the posts of Directors of NITs which were advertised in October 2010.
7. It is surprising that the interview for the post of NIT Silchar was not conducted alongwith the interview of 13 NITs for which the advertisement was made in October 2010 although as per the directive of the Secretary, Higher Education, it should have been done alongwith the other NITs for which the posts of Director were to fall vacant.
8. It is suspected that the present Director-in-Charge of NIT Silchar in collusion with Sri R.K. Bandopadhyaya, Deputy Secretary (NITs), MHRD blocked the selection process of Director, NIT Silchar in February 2011. This is ostensibly done to keep the wings of Prof. Bose wide and to allow him to continue with his nefarious agenda. It is surprising as to how the process of selection of the Director could be thwarted to fulfill the hidden agenda of Prof. Bose. Is there a shortage of candidates?
9. NIT Silchar has been without a Director for last more than 2 years 4 months and Prof. Bose surpassed the tenure of Prof. Barua who held the additional charge from June 2003 to October 2008.
Even if the argument is advanced like that there were not enough qualified candidates for the post, why the post is not advertised after almost one year and a half year from the last advertisement. It shows lack of sensitivity on the part of Central Government to find a Director for an Institute of National Importance in the North East
An RTI can be filed to know the informations regarding the delay or foul play in appointment of a full time Director for NIT, Silchar. After getting concrete informations/proofs regarding the delay or other activities leading to delay of the appointment and or continuation of the current Director only one can hope for charging the govt. Actually, it is very hopeless to see the way govt. is being run and so many scams are coming out and the way they are handled by the govt., I do not think, it will be of so much successful unless there is another judicial activism in this direction (in the way of PIL in the SC).
Corruption, nepotism, and lawlessness Cases are numerous. A teacher of yesterday, starts behaving as a dictator, from the day he joins as Director. MHRD still appoints them on the basis of contact and pressure only violating all norms. Our PM cofessed that he made error in judgement while appointing CVC. But no one challenges the appointment of Directors, where intentional errors are made to pt a man in a NIT.
Cases of Incompetency/nepotism/corruption against Dr. Bhat of NIT Hamirpur, Dr. SK Sarangi of NIT Rourkela , Prof. PK Basu, of NIT Agartala, and Dr. Srivastav of NIT Jamshedpur are well established, still they are getting calls for interciew for the selection of new Directors and MHRD may even appoint them today, violating all norms.
How long this type of intentional errors will continue to damage/ruin the academic standard of the Institutes, set by Prof. MN Joshi, ex HRD Minister. We cry to save the institutes , but they come and boss over us next moment……..No rule exists in India…………………
I would like to share few incidents/facts regarding the way administrative affairs are handled in NITs (my experience as a BOG member in NIT, Silchar). I was told by a person, who was the key in administrative decisions in those days) , that you will get tea sanctioned if you arrange for TA (common saying Tea & TA) (give & take) i.e. for anything to be sanctioned promptly and amply, one has to arrange for TA (extra thing, may be money or anything else) otherwise why people sitting at MHRD would sanction it unless they are specifically instructed. Even if they do not sanction it for one, their carrier is not going to be affected in any way; they will get the salary at the end of the month. This means, if a person of high moral character is made the Director of an institute, either he has to compromise with his moral values or surrender them for the development of the institute. I would like to share with some facts in NIT, Silchar: few days back IEL (IEEE & IET) journal papers subscription under INDEST was stopped because of poor utilization of the resources in our institute for last & previous to last year. And without asking for the reasons for poor usages, they have simply stopped our institute. Actual fact is that for major part of last year and especially previous to last year there was hardly any effective net connectivity in the institute. Nearly more than one and a half years, there was no effective connectivity in the institute. So, for IP enabled resources people can not download any paper. Hence, usage will be very poor (practically nil if no connectivity is there). This fact was raised by one faculty member (two faculty members are there) in the board meeting and because of that Prof. P. K. Bose (the Director) was angry with the faculty. And the other member did not support it strongly. There are so many to report about whimsical dealings by the administration.
It is sad to see that today even the selection of Director of NIT’s is marred by contoversies. We all must keep in mind that it is the future of present day students of NIT which would be affected the most, if by choice or by design undeserving person gets appointed Director of any NIT. Person may be undeserving if he is :
>> not a team player
>> his actions of past divides the faculty for or against him ! and what happens when no. of faculty against him or more
>> tries to bulldoze his decisions
>> does not have the chance of running the institute for full tennure due to age factor
>> works more in the institute only and not able to attract world class talents to institute on a regular basis
These are few points which must be taken note of by the authorties while finalising the the name of the person for the coveted and prestigious post of Director of any NIT.
NIT well wishers and nation at large can not afford, in the best interest of academia to get a person whose appointment would only raise controversies.
Let the better sense prevail on all decision makers
Prof S.K.Sarangi was the director of NIT ROURKELA earlier for two terms. so why he is being considered for the third term when –
1. he has only less than 3 years of service left when the director post is for 5 years .
2. he has corruption cases against him .
3.he has extremely bad relationship with the non-executive staffs of the institute who have already represented to all concerned.
4. he has bad relationship with half of the teaching staffs.
5. he never carried the alumni association( NITRAA) with him, rather tried to harass/torture/demolish it in many ways in last 5 years.
6. his god father in MHRD, is trying all illegal ways to get him in,which will be thoroughly exposed in the next upcoming PIL in the honble Supreme court of india.
7. the HRD minister and ministry will be clearly implicated in his case in the PIL, for sure.
8.DO WE NOT HAVE ANY COMPETENT PERSON LEFT IN THIS COUNTRY TO HEAD NITR ?
the hon`ble minister of HRD Sri Kapil Sibal is a wise and astute person. he should look in to this scam and act before it is too late.

1. Appointed a person name Dr. D Behera aged 52 during 2006 in physics dept. as Asst professor. ( Against the norm of MHRD, Recruitment policy)
2. Promoted one person name Dr. K. C pati to professor after 3 yrs in the capacity of Asst Prof. ( Against the norm of MHRD, promotion policy)
3. Anomaly in promotions
4. showing interest for selected contractors in various activities of the institute.
5. Intentionally suppressing some faculty applications for appointment repeatedly from 2006 to 2009.
Please don’t encourage such type of personalities to enter any campus of national repute to spread his mischiefs.
No doubt Prof Sarangi is very very intelligent and he is using his intelligence in destructive way.

It is appalling to know that NIT Silchar has not had a permanent full time Director for the last 2.5 yrs.
It is obvious that the absence of a permanent director would impede the advancement of the college and the students are the only ones who would suffer for this apathetic attitude of the MHRD at the end of the day.
Hence we implore the concerned ministry/departments to act now without any further delay in this regard and thereby confirm the appointment of a full time director at NIT Silchar on a priority basis.
No way you can make it. Because, here even a illiterate (anguthachhap) can become PM/CM of the country who does not qualify even for class-IV post (by min. qualifications). The real news is that NITs, wherein the directors’ post fell vacant only recently, are going to have their full time directors through recently held interview on 24th Feb, 2011, whereas NITS where the post is vacant for more than 2.5 yrs, the interview is not even called for. This is India and Indian democracy.

We are not against any person and do not question the integrity of the person in concern.
However if the norms are being openly flouted, it should be understood that the person is not
capable or competent for the position.
The rules of MHRD or Govt of India should not be tweaked to serve the vested interest of a select few:
Without going into much details and ugly history of the era, answers for the following should be sought from MHRD:
[1] Why is there an exception being made to the rule of not allowing a person having served two terms to be taken for the third ?
+ What interests does the Ex-Director have to serve another term at the institute ? Being a part of IITKGP, should he not be interested there ?
[2] When other competent people were turned down on the pretext of an >60 years, why is a person shown favoritism ?
[3] Why is a person having a track record of doing questionable things even considered for an interview ?
It is difficult to understand why a Professor would consider Directorship over professorship. If he has a zeal to work still,
Teaching might be best for him. Having served two terms he should renounce the desire for another and set an
example for others, of going by the law book.
It gives a very bad impression that an Ex-Director still has desires
for the petty Chair.

Ihave specific information that Director PK Bose was present in bangalore on 26th feb, i am sure he was engineering with collaboration with Deputy Secy MHRD so that Silchar post is not filled up-u know better than me how much fund is allotted to Silchar for construction work as wellas for purchase,apart from the hostel a stadium construction is comming up, in nagaland NIT construction work is about to be started- so huge fund is there, u know how he placed order for purchase of office furniture, so its a long chain we have to break the chain
I contacted around 7/8 years back some of the Professors (Brahmachary (unmarried) and known for their achievements in their fields) to take up the Directorship for NIT, Silchar. I had even given them the words that I would ensure that their life would be well taken care of and they have to be there to guide us and we would develop the institute to new horizons, but they were reluctant to even apply for. I know for sure that nobody can question their eligibility for the post. I know another professor, who got five star awards from MHRD and DRDO, because of his contributions to missile systems, pilotless helicopter, satellite technology in India, resigned from the post of Headship of the Dept. in nine months time. Why is it so? I have written this after seeing Mr. Prateek’s views. Good people usually avoid to mess up with the cultures prevailing in Indian bureaucracy. Nowadays you simply dig any section, any dept., lot of scams will surface. Sometimes, I feel frustrated after seeing these things. What can we say to our next generation about good manners, moral values? One may ask me if one has to pay bribe for getting a job after passing a university degree and he does not the have money even to support his daily life, what else he can do? I feel we should fight for making laws to ensure that whoever has to seat for a public post or a responsible post (including judges, ministers including prime minister), he/she must be compelled to declare his and his near relatives properties and every year there should be declaration of properties owned by him/her. Sometimes, it is argued that posts like PM, Ministers, Judges, should be kept out of purview of checking/inspections/doubts. Those, who are good, will definitely come forward for declaration of their properties to set examples for others and they have nothing to loose. Only bad people will ask for shielding of sanctity of posts as mockery. But keeping in view the recent developments in India, I have to think more than thrice to accept a person as good. It feel really pathetic for everyone including myself.

Swamy’s or Baba’s or Brahmachari’s should not be invited to be the Director of any Institute. Let them lead their life the way they desire it.
Post of Director is an entirely different ballgame. We may condemn a person but do we ever place ourselves in his position to see how things are actually run. It is difficult to be self-critical than self-righteous. Let us do our job and let others do their job. Of course, in a professon like yours, there are plenty of time to be critical to others.

we understood that Prof. Sunil Kumar Sarangi selection as Director, NIT, Rourkela will cause irreparable damage to the Institute. His granting extra money to the faculties was not accepted by the Ministry. The Ministry has order pay roll back. This became a national issue. Even some IIT faculties getting less money compared to NIT, Rourkela faculties expressed strong resentment. Therefore, it became a national issue and the entire NIT system was disturbed.
We request Asthra to take up the issue with the Ministry. This will help the NIT system to a great deal.

Its interesting to see that there are so many people around the country seriously feel that Dr. S. K. Sarangi should not be given third term directorship for the same institution (NIT-Rkl). The enthused initiatives are really very heart rending, the inmates of NIT-Rkl feel very hopeful; seems like justice prevailed. It is a fact that all most all the staff and faculty members feel very happy to learn that such initiatives are being taken to stop the unlawful appointment of Dr. Sarangi for the third term.
People feel very very peaceful having Prof. P.C. Panda as interim director in spite of his limitations. During Prof. Sarangi’s era there was a sign of uncertainty hanging all around, you never know what the next moment brings to you. You see one building built one day and another building vanish the other day, midnight trench is dug on the functional main gate, another gate appears from no where, hostels are built – students start living there without having toilet and bathroom facility, students and faculties are forced to run classes and labs in buildings that were half built and constructions going on – certainly very risky, the list is endless.
Few senior faculties termed Prof. Sarangi’s way of dealing as to a democratic dictator. He has certain things in his mind, he will do it even if it causes havoc to the Institution. In one meeting he openly told that 95% of the fund coming would go to the bay of Bengal. NIT-Rkl is very sad that MHRD is ignoring these facts and sending him again for the third term violating all the norms that they themselves set.
Moreover, Prof. Sarangi gave a lot of importance to the construction, people say he was very much interested in construction because there is so much commission. He never paid attention to academics, as a result class room teaching suffered a lot.
He is very vindictive. At times he would never hesitate to drop an atom bomb for small small differences. So many staff members suffered when he differed their increment by several years, faculties those did not agree to his proposal had to meet with the consequences in terms of differing their promotion. As a result, flattering faculty members received so many undue advantages from him.
Practically the list is endless! MHRD should not allow him to come back again to NIT-Rourkela. If he is so good, send him some where else where he will be able to do less harm to the society.
Such walking ego should not be allowed to hold prestigious director position. They speak sweetly however to hurt you when you completely trust them.
I think, if MHRD does an open minded and impartial investigation everything will come out….

Whatever SKS has done (so called constructions)…. are those signs of development or corruption?
Many structures are constructed unnecessarily or in a vague manner only to show the Govt. how well the money is utilized (a great wastage of money).

Is there any structure for proper recreation of the faculties (are faculties donkey?..they will work and stay inside the supplied quarters)
Is there a proper place for the children to play or raom around safely?
Are all the places of construction work properly contained ? (No no no… constructions are only giving dust and diseases to residents)
Many things are purchased for construction without any justification for example
what is the need of fitting tube lights and the their holders at the cost of Rs 1000 plus when the quality of it is questionable compared to normal tube lights
Why many raw materials (i.e. the tiles/granites) are imported from thoousands of kilometers away fom Orissa spending a huge amount for transport?
……..many many things to question.
But the simple NITR faculties (or ignorant) never interferred that lead to huge loss to NITR

You said it rightly; he did a lot but what he did is irreparable damage to the Institution in many ways. He could have done so many good things, tell us one thing where you get truly convinced that he did right. Moreover, if he did so much right then he should also do the right thing by not violating the MHRD norms just to assume third term. He does not have to run to Delhi so many times with bag of (????) to MHRD; he did not have to deploy his dear contractor friends to lobby for him through politicians. You know everything, right? No, actually you want him back because you want to get special favor and make personal progress at the cost of your colleague’s inconvenience, right?
Let’s take a secret ballot, how many faculties and staff truly want him back violating the norms of MHRD. How many true followers he has, let’s see. Just handful…because they received special favor from Dr. Sarangi in the past, so much so that their only job was to say “Yes Sir” when Dr. Sarangi proposed something. They did not have to do teaching or research, their only job was to run to administration block, Director’s office and spend day and evening, weekends etc. Flatterers like you are the real culprit, such people are becoming the cause of downfall of the Institution. So, pl. wake up, let’s not have some one at the cost of the whole Institution, not at the cost of violating the norms of MHRD. This is a forum to see how a man is able to manipulate the government machinery for his selfish mandates. He is 60+, he had already two terms, these are going against the selection of him. He should simply go some where these criteria are not applicable. Such manipulation of norms only invite trouble….let’s not encourage that. Every one should raise voice to upheld regulations set aside by MHRD, GOI. It is as simple as this.
I wonder why MHRD should allow a person violating all the norms made by themselves! What may be the interest? Is there scarcity of qualified people other than the particular person? What can be expected when PM of the country flouts norms (not once) and does not fell ashamed of it?
Ex-director of NIT(R) Dr. SKS have openly done several violations in appointing different members in his administrative team, few such examples are as follows:
1. SKS did appoint one SKU (Santosh K Upadhyay) as registrar. SKU had taken VRS from RSP, SAIL and not eligible for any Central Govt. appointment. It’s learnt that his appointment is not yet accepted by MHRD. However, SKS was hell bent for SKU’s approval. SKS and SKU were a very good team; they used to pat each other on their mission to gather commissions from different agencies.
2. SKS appointed one KP as Dean (Student Affairs) when many senior professors were waiting in the queue. It’s learnt that they were a very good team also for all wrong reasons. KP is basking on Tissue Engg funding from DBT; her tissue engg skills are (zero) questionable. It is to be established how DBT sponsored so much funding to a person who does not know basics of tissue eng. SKS had a big hand in that too.
SKS and KP together partied in purchase of equipments that are in crores, the equipments are redundant, the quoted and paid price are in excess and more over the team work of KP and SKS did always violate the overall growth of the department and Institute for that matter. When the facility does not have simpler than the simplest of the equipments for running UG/PG labs they spend in crores for specialised facility for their so called research endeavors. KP have amassed about 15 research scholars manipulating the administrative machinery where SKS have created all hurdles to facilitate even a single research scholar to other senior faculties. Their (SKS and KP) self aggrandized growth was their motto.
Students were very displeased with the way KP functioned as Dean, students did complain that to SKS last year after the celebrity night fiasco, SKS committed that he will throw out KP as DEAN (SA), however, she was given extension for third year.
MHRD need to do a thorough investigation and everything would surface automatically.
I would request Asthra to take up this case to Mr. Sibal
as soon as possible.
It was the old BJP Gvernment which started the appointment of Directors from PMO’s office. Great HRD Minister(late) of UPA Govt ousted 12 of them and appointed as many as possible who were ready to bid the highest. ( upto 40 laks!!!) Those who take the post after bidding have to get a clean profit, obviously. Those who are able to please the MHRD officials through whatever means can get any number of terms as Director, only exception is people like GRCR, the reasons being not known. Corruption and nepotism are rampant in MHRD even after the new HRD Minister ousted several corrupt persons from AICTE, MCI etc . But has he done anything to clean up his own office, the sahebs in HRD Ministry?
Most of Chief(Thief) Executives of NITs are interested in construction of ‘buildings’, they call it infrastructure building . why they are very keen on this, almost every one knows. Inflated estimates, sub standard materials and construction work and poor workmanship and of course undue delay in construction is the result of this compromise. When many three seater hostel rooms are converted to five seater or six seater rooms for students, no one is bothered about it. Mega hostels and super mega hostels remain on paper. Central PWD has added one more stage of delay and pliferage(commission). Who is concerned about all these?. SKSs, SSGs, YVRs and GRCRs thrive on these with tacit approval of MHRD officials , probably they also get a share of the loot!!!!!

With the lone support from few clerks of MHRD like section officer and the Financial adviser of MHRD, Sunil Sarangi, Ex-director of NIT Rourkela, was giving order to one lone party (UP Construction Nigam) for all building construction jobs, amounting about 95 Crores! How were the clerks of MHRD approving all such single party purchase order activities by Sunil Sarangi at NIT Rourkela, but opposing to Dr. Chidambaram, Director NIT Trichy! What a double role of the clerks of MHRD? MHRD Secretary Agarwal was initially opposing to Sarangi’s bad deeds; but the clerks in the lower level were approving all letters in favor of Sarangi, without the knowledge of HRD Secreatry.
MHRD opposes second time appointment for University VCs in the same location. But plans to give appointment for third time even to one person, at NITs and IITs! What a double role being played by MHRD!
General Science candidates could not apply for the present NIT Director post, but Chairman of selection committee, was a science graduate, Dr. Udupi R. Rao. Also, some science candidates, who applied without caring for the norm of advertisement, got even the call for Interview. What a dubious policy of MHRD!
It was mentioned in the advertisement that persons below 60 years of age will be preferred for the post of NIT Director. Persons like Sunil Sarangi of the age of 62 years, got call for interview. Rules in MHRD, are made to be broken!
A large number of irregularities have been done knowingly by Sunil Sarangi at NIT Rourkela during last seven years, but always he is pampered by MHRD! The BOG body, Governors of NIT Rourkela, have all along complained against him for his willful disobedience, but ISRO / Aomic energy people come forward to protect him at MHRD.
So, Kapil Sibalji, the Honble minister of HRD, please give a look at the intentional error in judgment, for the post of NIT-Director selection! Today all openly criticise Late Arjun Singh for his intentional errors during his tenure. So, you please Sir, do not commit errors intentionally now!
Sir, so, please make the IITs and NITs cleaner and save the institutes from the hands of corrupt Directors, who claim to be extraordinarily brilliant and get get your approval to damage them further. Once these so called talented persons get the offer as Directors, they behave like monarchs by feeding few MHRD Clerks!
So, please Sir, this is the request from all teaching community of the country to set an example by stopping the Monster Sunil Sarangi to come to NIT Rourkela for the third time. After publication of the Advertisement for the post of Director, he has scheduled to conduct interview for the faculty members at this institute deviating the MHRD circular that “ The competent authority has directed that the Heads / Chairman of the organizations under the control of this department should refrain from initiating any action to make selections/promotions two-three months before the expiry of their term or retirement”. F.No.V.11014/11/04-CDN, Govt. of India, MHRD, Department of Higher Education (CDN Section) dated, New Delhi, July, 19, 2004.
2. Illegal selection of Faculty Members.
Illegal selection of 130 faculty members without proper sanction of the Ministry, out of which 100 faculty members are from Bengali category.
3. Without the sanction of MHRD, Director has sanctioned 10, 08 and 04 advance increments to all the faculty members recruited by him during June-July, 2006. Also he has misled the Board of Governors(BOG).
4. Revised designations have been sanctioned to all the faculty members recruited during this period i.e. 2006 deviating MHRD directives & BOG approval.
5. Illegal sanction of Grade Pay to Officers.
Pay revision for Officers cadre has been done without the proper sanction of MHRD directives. High Grade Pay like 6600 sanctioned in favour of Assistant Registrar (F&A) and 5400 to Assistant Registrar against order of 4200.00
6. Poor quality construction work at this Institute.
Construction of Hostels, Residential Flat Quarters, Departments are of very poor quality for which on 25th April, 2010 a colum of Hostel No.7 collapsed and students are saved due to summer vacation.
Non-implementation of Finance Committee Report.
Despite the decisions of the Finance Committee, the administration of NIT Rourkela, under Prof. Sarangi has not submitted the financial report to the BOG, on the other hand, only a statement of expenditure prepared by the institute is placed before the BOG.
7. Non-implementation of the BOG decision
Prof. Sarangi has not implemented some of the decisions of BOG, NITR deliberately. On this count Er. Drona Rath, Chairman, BOG has offered to relinquish his office, expressing his helplessness in ensuring the implementation of BOG decisions at the institute level, with Porf. Sarangi as its director. Surprisingly, the 23rd BOG meeting had been held with Er. Rath on the chair. It is also learnt that the 24th BOG meeting is going to be held on 22nd October, 2010 without Er. Rath, as Chairman.
8. Deliberate concealing of facts from Ministry.
The conditional appointment of Registrar (Mr. Santosh Kumar Upadhaya)( He has taken Volunteer retirement from SAIL, RSP with all financial benefits i.e that is getting salary from Rourkela Steel Plant and also enjoying Regular Pay Scale as Registrar, NIT, Rourkela and enrolled under New Pension Scheme under Prof. Sarangi’s administration) has not got the nod of the Ministry till date.
9. Officers have been appointed from the General category on the posts under reservation category (earmark for SC/ST candidates)
10. Spoiling of social harmony and good will.
Through his privileged group, Prof. Sarangi has broken the social harmony and good will among the campus people.
11. Downfall of academic standard.
Among Prof. Sarangi’s tenure, the Instritute among all NITs, have slided down from Sl.No.3 to Sl.No.17 during the period from May, 2003 to Spet, 2010. At that time 50% classes are not held. The reactions of the students are visible through blogs.
12. Unhealthy atmosphere in the Halls of Residences.
The conditions of Hall of Residences are rally poor during Prof. Sarangi’s tenure. Inadequate no of bathrooms, water supply, electricity are matters of serious concern.
13. Thefts and irregularities during Prof. Sarangi’s tenure.
The properties of the institute have been regularly auctioned; mostly one party has received almost all auctioned materials on a single tender basis. In one occasion two truckloads of auctioned materials were released without proper gate pass.
14. De-recognition of the Non-Teaching Employees Service Association.
Prof. Sarangi has unconstitutionally debarred the Non-Teaching Employees Service Association from holding its Annual Election and kept the elected General Secretary under suspension for months now.
15. He has brought a privileged class in the institute and through them he is spreading a message he would come back to NITR for a third term when his tenure ends on 2nd November 2010.
16. In the daily SAMAY dated 10-08-2010, the media has publicly declared that Director has been involved in many corruption cases.
To sum up, Prof. Sarangi’s misdoings has caused great harm to the institute. All concerned must see to that Prof. Sarangi must not be allowed as a Director for the third term at NIT Rourkela. IIT Directors are no less autocrats too. Examples are numerous………….Naming a few, K L Chopra, Sanjay Dhande, Damodar Acharya, Madhusudan Chakravarty, …………….In stead of building they love to ruin the academics by their ego. How to get the right kind of human, a selfless one in India?
Two cases are there……..Director of NIT Warangal got caught and suspended, where-as Director of NIT Rourkela very much accepted Gold bars from vendors openly, did rampant violation of MHRD norms, but still getting call for third time.
What a biased policy of MHRD?

u r right, Prof. SKS came and changed the whole REC(????) into an Institution where students and faculty share their idea freely (Without the fear of regional threat).
There are many professors (Seniors) used to think that juniors faculties are their servent, they simply do not take classes. They do not want to forward jounior faculties project proposal because they want their name to be their as co-investigator.
There are cases senior faculties used to charge money from students for various purposes.
Juniors faculties are now enjoying same office room space, similar table and chair that a senior professor use.
The many problems are with the senior professor because without SKS they are all locally a small director.
In the senate meeting mostly all professors are present. so taking key decisions maong themselves is very easy ignoring assistant professors and associate professors. However, this was perhaps not possible if SKS was the director.
I also want to ley Asthra know that now in 04 departments HOD’s are Associate Professor at NITRKL simply because of SKS.
SKS also strongly encouraged juniors faculties to take numebr of PhD students with scholarship which is against the will of many professors.
Under SKS’s directorship, junior faculties (Mostly Assistant Professors) strongly feel safe and easy to establish their career at NIT rkl.
In IIT, one assistant Professor normally gets all academic privileges which is dream at NIT.
However, under Prof. SKS’s directorship, this was possible.
Many non-teaching staffs are perhaps not happy as well with Prof. SKS because of forced work by him. Otherwise, even without coming to the Institute, life is possible.

Yes, if SKS comes back tomorrow, he will make final year topper of the department as the HOD. Will you be happy? Question is that, whether these kind of upstart doings are necessary? Why he did this? When SKS was not there, faculties were functioning absolutely fine. faculties were doing research, teaching was top priority ofcourse. Now the younger faculties (except for a few sincere individuals)neither doing research nor teaching properly. Whats a big deal in there. Fact is that, SKS has a big ego! He looks for “yes Sir” for everything he proposes, when he sees some opposition, he immediately sidelines them. It is his usual practice. By doing this, volumes of experience the senior faculties wanted to offer in the form of the vision for the department was absolutely got choked. What SKS knows about Electronics as compared to a faculty member of the Electronics Department per say. But in the manner SKS talks, as if he knows everything (Sab Janta hai). Out of respect senior faculties do not retaliate, but that does not mean that SKS is right. Senior faculties kept quiet, those who resented, met with severe harassment at mental level. If you want to know the details, let’s open another forum for that.
Senate was a one man show althrough. SKS keeps talking on and on….senior faculties stopped going there because it always ended up in egocentric discussions. Might is right!
Yes, some Asst and Associate profs are HODs currenty; they themselves are not happy; they feel very overwhelmed with the pressure, they wish to devote more time to their research. Current Director Prof. Panda have to train them with lot of tips every day for the day to day activities of the department. If the leader keeps his ego on the forefront it creates disturbance for every one, for the whole system. SKS spoiled the whole academic atmosphere by playing the “divide and rule” policy very destructively. Every department are divided in groups, they are fighting; those who became close to SKS made the max out of it. Some young faculties like you may not be able to understand this phenomena right now, it will bring volumes of problems later on.
Re. the staff members, they are very peace loving, hard working and sincere individuals except for a few those who were like the ones that you explained, do not want to work at all. However, it is irony that SKS had roped them in his camp, they were the close allies of SKS. Some of them have serious charges like forging certificate, administration of expired pharmaceutical and drug related products etc. One of them have robed NIT recently in the day light by snatching millions worth commodity paying few thousand rupees. He is running an ITI near by some where. SKS let everything go out of campus without a proper gate pass. List is endless. But, from this association you would clearly understand, what kind of individual SKS is.
Worshipers of ego should not be given any leadership in any form, this is the bottom line.
Sometimes one may feel very secured, but, that may be illusion, let’s be very careful. SKS is good at giving laddus, but they are coated with dangerous poison. Be careful!
SKS in NITRK, GRCR in NITC, YVR in NITW are all birds of the same flock. They could maneuver the desk officers in MHRD very well by giving them something and could do whatever they wanted in their respective NITs.’ Yes men and Women’ were preferred for positions and any one who said something against were removed. Yes men who had been supporting them were made BoG members for three years consecutive when their term is only one year and one of these were made in charge Director overlooking the seniority of the Senior most professor. In fact in NITC, there was no seniority list of professors, and when the term of GRCR was about to expire, MHRD asked for a list of senior five professors. GRCR and his coterie send a list without even circulating it. The person who was made I/c Director was one who was Dean Academic (UG) who asked for change to Dean Planning & Development and was given. He helped GRCR in creating false documents overnight for CBI when CBI came for an investigation!!! YVRs case is well known , thanks to the sensible students who forced him to resign.. Fortunately GRCR and YVR are out of reckoning for another term, but SKS and SSG are still being considered. What our Kapil sibalji s doing, let us wait and see. But the damage done by these in the respective Institutes cannot be undone easily. “LESS LUGGAGE MORE COMFORT, MAKE LIFE A PLEASURE ” is the motto among teachers and students alike in NITC, thanks to GRCR and his coterie of Yes Men and women.

ABS is right that assistant professors now get more freedom and other facilities. But SKS recruited number of professors directly or promoted and many of them are working well.
it is also well known that many of these newly recruited professors do not take classes. but they are few. others are doing well.
SKS used to give higher increments to assistant professors (recuited) to attract them .This is a good policy. In this way quality faculties were recruited. many of them have joined IITs also.
And if the director do not allow costruction (which is almost mandatory to expand the academic campus) how he will expand the campus. Is there any other way to expanding the insitute. Many faculties are still unhappy because they do not get space.

the Instritute NITRkl among all NITs, have slided down from Sl.No.3 to Sl.No.17 is wrong statistics. It was never at position 3 (What about IITs). and also this ranking has little relation with academic standard. It is the faculty members who do allow poor quality research thesis (not all) to submit and one director can not be blamed for this. This is ridiculous.

A faculty selection is not done based on the community, but based on merit and specific requirements. A full committee sits in the interview. this is not possible to get all good faculty memebers. IITs are not getting good faculty memebers. this is also ridiculous. Find the statistics during REC time. See IIT kharagpur, everybody said many oriyas are coming. See IIT guwahati, many of them are bengali, see IIT Chennai major are from TN and AP, see IIT delhi, many are from Pujab and haryana. Do you want to blame all these directors.
The fair cases are high in NITs and IITs than many reputed universities.
We should see the good things along with bads.
Question is not who gave more carrot and who got more stick. We are getting distracted from the core point. According to the guidelines given by MHRD, SKS is not eligible. How cum he is not only received an interview call but also rumor says that got through in the selection . This is ridiculous….this is certainly unhealthy! Handful of folks certainly got benefited at the cost the Institution and country for that matter. MHRD has to do thorough investigation and ascertain that part.
Do Your Job, instead wasting your time for the unnecessary discussions, that is not your lookout. Publish some quality papers, do quality teaching, then say, we doing for the country. Director’s recruitment is MHRD job we are doing that. If you are so much concern about the country, why you are so much worried about NITR, bengali, oriya, telegu??? Say for INDIA. As per the advertisement for the post of Director of NITs, the age should be less than 60 years. It is true that the age of superannuation of Vice Chancellors/N I T Directors was increased to 70 years. This will apply only if the term of the Directors were extended. None of the existing Directors were granted extension beyond 5 years and so retirement age of 70 does not apply. As the said (former) Directors of NITs are above 60,(at least SKS and SSG ) they are not eligible for applying for a fresh term. So, how can they become eligible unless the God(father) decides so.
I hope MHRD will be careful not to make another CVC Thomas like situations while recruiting new Directors for NITs/IITs. Who frames the rules or qualifications for eligibility of Director post of an NIT? Of course, MHRD, so who can stop them to modify them, if situations demand for it. This is India. We (majority of us) join this profession (teaching) with a vision and mission, but after seeing the developments and activities happening in the country, I find it difficult to advise my students about good things convincingly. As they ask so many questions, which I can not answer them. Only my answer (the way Sibalji gave as above) is concentrate on your studies, that is your duties at this moment. Can we ignore about what is happening in the society/country being an intellectual? We are lucky to have people like Tendulkar, Dhoni, Saurav and many others who do not compromise moral values for vested interests (match-fixing). I am proud to be a citizen of a country, which has not seen any army capturing the ruling of the country like Pakistan or Bangladesh and many other countries. But sometimes feel frustrated when many nuisances and damages are done to the society with few people (mind it there are still many people who are too good to indulge into politics). There is limit, when this limit will be reached, it will be difficult to manage, because like 2nd highest (in world) total population, this population of good people is also big and Indian army does have moral values which many other countries do not have.
You are absolutely right. In teaching profession we want to see a clean system, however anything went to Delhi gets political color. Even, MHRD list bother about these institutes, that reason the institutes are running with the in-charge Directors for a long time, nether they can start the director recruit process long before nor make the process fast. Because our country’s top administrators are having least interest about the education. Why not a single Indian university’s name is not there in World’s top 200 university list? We don’t have that policy. Unfortunately this blog become a forum for only NITR director’s discussion. There are many more harmful persons are there in the country or even MHRD also.

First of all you do the right thing before offering free advice to the people. At the first place you should not have invited this bogus SKS to the NIT Director’s interview. SKS is not eligible according to your criteria given in the advertisement, why then you invite trouble by calling SKS to the interview board? He has so many corruption charges, why you are making our clean party liable? Recently we faced so many scams because of our lack of foresightedness. We can not afford taking such risk of appointing a corrupt person at the cost our party’s reputation. There are so many eligible and talented candidates out there, who can do a clean job. Let’s focus on recruiting clean and responsible leaders that will reflect our clean image among the voters, the citizens of India.

Please focus on recruiting responsible, clean and visionary leaders (Directors) for the prestigious educational Institutions of higher learning in India. I would strongly recommend to take faculties’ views in to account through secret ballots while choosing their leaders for the second term. My advice will be not to consider any one for the third term as per the norms we have set.
Our lookout should not be to go for an important person based on the discussion in a blog, rather we should focus on our job, sticking to the norms we have set.
I hope this helps you getting rid of any dilemma that you may be having in this connection.

If anybody checks this blog, it will be observed that many bloggers post their political view full of personal attack against some NIT Directors early at morning. These shows how busy are they in teaching and research. During REC-NIT conversion one thing happened. After NIT conversion recruitment of faculties started in many NITs and good amount of funding were received by the NITs. So some of the old faculties (without any knowledge of research and fearing even to spend Rs. 100/-) started feeling unsecured. So, they started grudge against the dynamic directors. Even if govt. funding is available, they fear to spent because they start thinking in negative way….. (audit, RTI, CBI, CVO) and they will tell others also not to do so. It can be compared with cases where aged father tells his son not to use computer or mobile as he could not do so at his young age. Moreover NITW’s this site has become place of personal attack and attackers are mainly from other NITs. So, just imagine how other NITs are growing….

Yes, exactly, that is how things are manipulated by the desk officers in MHRD. ‘Preferably’, ‘search committee’, ‘nominations’ etc are all keywords they find for covering up their manipulations. God save NITs from these manipulators. God save this country from these unscrupulous people.
We are in teaching profession but many of us are not teaching at all. Sometimes We do not treat students scholarly. Students can think why teachers are not teaching. We have to answer. If we are teacher, difficult to answer.
Many of us teach student s to write MHRD to strenthen their voice for many purposes. Make draft letter for the students. There are cases students were sent by the teacher/faculty to MHRD office with complaint.
In this way many teachers are teaching to the students and they think they are intellectual to do that. If we see Ph.D and other thesis you will find majority of them very very poor grade. If you ask them they will say the student is poor, there is no facility, there is no space in the lab etc.
We can not guide students and tell students that director is not giving lab facility, or lab space. We can not bring sponsored project but saying students that because of not having good hold in agency I am not getting any money, who are getting they must have strong influence.
If the superannuation of Vice Chancellors/N I T Directors was increased to 70 years then there should not be any controversy why suitable candidate having age more than 60 are not eliible for director at NIT.

Is there any case where any director’s tenure is extended and the above criteria is required. Because between 60 and 70 there is 10 years gap. So this age relaxation can not be with a condition.
If one has an intention to manipulate, he will find scope to do. Preferably means that the applicants having age above 60 years should not be entertained.
Always the Director post selection in Ministry, is based on some bias. During last selection in 2005, people with some contact mostly with Communist party / DAE were selected to ruin the academics in RECs/NITs. Let MHRD not spoil the academics in this selection by sending wrong persons to NITs.
We have seen how Ph. D.s are manipulated in IITs to increase strength of individual faculty and get grant with known contact to have an enjoyable living. So, when credentials of many Professors called for Interview are doubtful, we request MHRD not to make error in judgement willfully like CVC case.
In IITs also the same biased selection with pressure/ contacts takes place as seen with Damodar Acharya, Anath, Sanjay Dhande…………………
Then how to get a right teacher/leader, who will give more emphasis on teaching like Anand Kumar of Patna, not the fake research-specialists from IITs.
When IITs get Directors from same Institutes like Damodar Acharya from IITKgp, Sanjay Dhande from IITK, Anath from IITM, why wrong men were sent last time by MHRD, from IITs/other institutes to ruin the NITs/RECs. We request MHRD to be transparent and have the same policy for all national Institutes at least this time.
Also MHRD has to bring out a notification for the increase of superannuation of all faculty to the age of 70, which has not come out till date. Why IIT Directors or VCs of Central Universities only? Then few NIT Directors work hard to put pressure to increase their superannuation to 70 and then manipulate further…..All these go on. Ego of few IIT Professors get boosted telling that we are born to rule!
The lack of transparency is the reason of manipulation by some persons may be Directors or Secretaries at some level. A great lawyer as minister of MHRD, is expected to give right judgment in decisions and formulate right policy for the future guidelines to save the Central Govt. Educational Institutes.
Selection of Directors in NITs in the regime of former minister of MHRD has been based on many things.(bias is a very mild word.) There was almost open bidding for posts, it is heard. First time (BJP regime) it was 10l, later it went up to 40l. Now we dont know how much. Probably our present MHRD minister will not allow that nonsense as he has started well by ousting many corrupt persons from top office in AICTE, IMC etc. But the MHRD officers remain the same.
Our experience is that the Directors ‘imported’ from other Institutes are not interested in building a good Institute, but make the best of what they can during their term of five years. If persons from the parent Institute are appointed as Directors, if they are good, they can develop the Institute. RECs were run like that. Why should this be discontinued while the name was changed to NIT. If it can be for IIT, why not for NIT? All these are alibis to plant their own YEs men in key positions so that part of the loot goes to them also. Poor minister alone cannot do anything unless the corrupt politicians keep themselves out of academic institutions and the corrupt MHRD officials are ousted.
About superannuation, many universities abroad professors work up to 70 or more of they are healthy and their faculties are intact. Here only politicians can work even when they are 80 or more, poor teachers cannot even when there are not enough teachers to teach in technical institutions. If they want, put an EB (efficiency bar) before extending the superannuation age to 70. MHRD /AICTE do not mind professors working in private institutions, but not in Govt!!! Is it not double standards?
I was thinking of starting a move or revolution for initiating a process for giving the rule of this country to sadhus, nabis, church fathers and other people like Sri APJ Abdul Kalam, who did not marry and have not much interest in earthly things, for at least five years and make laws so that the country is made clean once. I know some may not be sincere enough (because exceptions are always there and in sadhus and like people there may be exceptions too). I feel, we can bear with any loss to our exchequer because of few probable wrong doings. At least, it will be definitely less than the crores of crores of loss being made these days (and who knows, the situation may be worse if previous regimes are digged out). At least, these good people may do something good like stopping criminals, corrupt people, illiterate people from contesting elections, as it is the root cause of all evils. Because, if the people, who make the laws, are of criminal background and corrupt, how can we expect them to make rules to stop these elements. There are examples of good kings in our history/mythology showcasing the examples of good governance, who did not hesitate to place themselves before the judges to be judged. If the judges themselves are corrupt and king himself is the corrupt, what can be expected. One example is the Lokpal Bill, wherein the provisions are made to look into the corrupt practices of executives excluding ministers. But Bajpeyiji wanted to include all ministers including Prime minister of India. But that move was opposed or not supported by other cabinet colleagues for obvious reasons. Can Manmohanji do this thing? I would like to share another fact, when one of our previous Directors was about to leave before completing his tenure, i went to him and asked him a personal question (I was close to ask a personal question as I was a BOG member during his tenure) like; if a person really interested to develop the things in proper way and time in this college, is it possible? He said, “It is not a good managerial decision”. I replied, “I do understand what you mean, I am not against allowing any person making money as they will not work without any interest (as is the govt. practice). But I will not allow them to make more than 20/30% of the sanctioned amount. Because, if I do not take personally anything, I can coerce them to agree to and work.” Then the Director started smiling at me without any words. Actually, till today I do not have any experience of these type of dealings and the face of the people at the time of these dealings. I do not understand why these people want so much money when they have so much. Can they enjoy this money at this old age and some day they have leave and what will be their mental condition when they have to leave (at death) this huge money?
I feel and have practised many a time that “preferably” means giving preference to the people having the conditions (of preference) satisfied as compared to others, who do not. Only when the people/candidates of preference group are not available, other group people should be considered.
I think teachers can teach till death or as long as they are healthy. If politicians/ministers work even at 85 or 90 (Former PM Bajpayiji ), teachers can do the same because our work is to contribute knowledge.

some good acadmecians were also called like Prof. Anand Mohan from IT BHU, he has great teaching,academic,industrial.r&n ,industrial experience but i know he would never be selected because of lack of political sources……….He is good administrator also,he is man of electronics……he deserves but will not be appointed he is only called for these kind of discussion meetings of selection ncommittee of dir.iit ,nit,and also for vc of several national and states universities

What about education? In aviation only the passengers life become unsafe. But in education if Directors are corrupt and not transparent, then whole society turns unsafe. Ministry plans to send the greedy and corrupt persons as Directors, next month to ruin the NITs. How can we keep us safe from ?

It is understood that in recent times, two professors with additional responsibilities at NIT Warangal were made to resign from their additional responsibilities. The Asthra Team has to find out the reasons for it and try to correct it if any deterioration of the standards at NIT Warangal is taking place immediately.
There are other cases as well. Since Deans are appointed by the Directors according to their preferences (and prejudices!!), few Deans, keeping good traditions, tendered their resignations when the term of the previous Director at least in one Institution. However, it is not known whether these resignations were accepted. No alternative appointments have been made and some Deans are continuing even after four years, when the term is only two years. Some of them have resigned, but still continuing as such !!!!!! There has not been an official request to continue till alternative appointments are made.
The recent developments at NITW are heading towards another episode similar Prof Y V Rao. Ofcourse two people at the helm of affairs (Director and Registrar) are from the same cast and it appears that the so called transparencey is lacking once again. Two of them sit in the same office and take deicsions and being in Incharge poitions, they are trying to take independent decisons. One Dean is gone already in this process and the others are in line. I think asthra should pull out strings to find waht is happening
Chairman of NITW belongs to another caste. and he has the remote control for both the puppets (Director and Registrar). and the Dean academic affairs was shown doors at the behest of the Chairman (Dikshitulu) as he has courage to stand up against unscrupulous decisions thrust on the college by the chairman.

The Asthra Team at NITW should send a caution to the Administrators quickly as there is a possiblity of irreparable damage that has been caused to the brand value of NITW during the students protest on Prof. YV Rao the then Director last year. If Asthra Team at NITW won’t take corrective action, there is a possibility of back lash from the students on the campus and some politicians and bad elements (OUJAC, KUJAC, TRS, Caste Based Organizations, etc) off the campus to make the NITW dip its brand value. Don’t allow the administrators make mistakes at any cost.
NITW brand image won’t be able to see any image restoration as long as you have your revered Mr.Dikshitulu as the chairman. No matter how good the administrators are, chiarman will ensure that he will bully them enough to get his way around. Else he will organize and orchestrate protests by students / non-teaching staff / staff.
It was the entry of this Shakuni-mama Dikshitulu that caused all the troubles in Warangal. And unfortunately nobody can touch him due to his political connections. So NITW can’t get rid of this Shani for another 2 years atleast.
The director at NITW quite recently forcibly made the dean academic quit his additional responsibility. The witness for this forced embezzlement of the dean academic by the director is the assitant registrar academic Paul and all the office staff of academic section. how do you rectify the high handed behaviour of the administraror
Dean academic was one of few professors with strong moral and ethical standards and had courage to stand against the trecherous ways of chairman Dikshitulu. anybody coming in Dikshitulu’s path has to face the same fate. Director and registrar are only puppets in the hands of this psycho.

its nice to learn the recent episode going on NIT director recruitment game. In fact administration of NIT (old REC) has gone to total beurocratic way and academia is diluted under the sophisticated autonomy.
TEQIP and other world bank funding utilization if audited by CAG, it is possible to get miniature of CWG for which only dynamic directors are responsible. Academic fraternity is in total dilleema in most of the NITs. Rules and regulations are changing on issue basis. Live examples are NIT Rourkela, NIT Warangal, NIT Nagpur, particularly in case of recruitment and CAS.
REC was much better than NIT. Is it ???

Money for TEQIP phase 1 was looted by smart persons in connivance with the Director at every Institute. Not only Warangal, or Rourkela, every director used the money to be spent by their whim only as if some sort of personal gift by MHRD. Directors then found some of their Chamchas to channelise the expenditure. Now the In-charge Directors are also seeing the dream to do the same for phase II. HRD wants the Director should have some opportunity to spend as they wish, for whatever may be the funny cause!
The CAG audit has no meaning. They also support the wrong actions of Directors; what a great country is it? Even CAG passed the bills of Directors for their pleasure trips to Canada and Thailand, without any comment…….So, the winners only get the scope to enjoy!
HRD will again send soon another set of pleasure-hunting Directors to ruin the RECs!
I am completely agree with Mr. N V K Swami. I am afraid that such kind of promotion from MHRD or other Funding agencies will cause permanent damage to education system. Now a days, professors are interested to bring projects (without actual knowledge of field), organizing international conferences (even if with bad feedback) and visiting foreign countries at the cost of institute money instead of improving and maintaining teaching quality. How long it will go? Ultimately its a loss of institute, students and society. What will one learn if younger are bound to do wrong things and to follow elders. Isn’t a kind of corruption? Its more deadly causing slowly but permanently, a severe damage to education system.

many of us were applicants(even i was) but were not called bcoz of lack of teaching,research,and administrative experience…..i does not mean than the whole system is corrupted …….i think mr. rao should try for principleship in some small primary school it will help him to get out of this frustration

There is no need to get alarmed in the delay in announcement of the names of the Directors at NITs as it is a vacation time. Senior Faculty in NITs are expecting the announcement of the names of the Directors by MHRD in a weeks time from now. Few Director In-charges and Registrars of some southern NITs are visiting MHRD during the current week on some sundry official assignments there at Delhi probably to know the new Directors being appointed.
Appointment offers have been dispatched on 18th of this month by speed post also the mails have been sent to appointed Directors ,the Appointment oders will be issued after the acceptance of the offer……..

after all the speculation pages of unrest n essays written about him.. Prof Sarangi is back to NITR.. and i presume as the site promised that only respected and persons honouring the glory and reputation of the chair and the post of director will be ensured selection. i suggest that from the current outcomes one thing is crystal clear.. prof sarangi was responsible for putting nitr in the map. he is the best man available for the job and there is noone in the country right now who is capable or qualified more than him to take up the mantle of nit rkl. corruption cases and dissent is always a part of the democratic system because it is impossible for one man to satisfy every hurt ego in the campus. Still if even after all the deliberations the appointment of Prof.Sarangi is ensured then maybe he is more than capable of the job. I am not a fanatic supporter of him. but i am a NITRian , and i feel that it has happened for the better. Besides it doesnt matter now if anyone agrees or disagrees.
It is very sad that Prof. Sarangi is back to NITR. It only proves that our system is fully corrupt. It is nothing to do with satisfaction of some one’s ego or hurting some body. Mr. Sastry if you are a true NITran, I request you to go through NIT-R history. You will find it has regressed only while in the management of Sarangi. The academics almost completely collapsed. More than 95% population there are hurt with his foolishly prideful one man show attitude. Sarangi is a manipulator to the core, that is proved again and again by his disrespectful attitude toward the BOG chairmans (Mr. Drona Rath and Dr. B. Panda) in the past. It was welknown that Sarangi will be back as he knows well how to manipulate MHRD.
I wish and hope that NITR people teach him a good lesson this time before he further continues with his sweet talking and backstabbing habbits.

I would like to know from all the ppl who seems to know NITs better then any one..what is the status of application for faculty positions (Asst P,Assoc P,P) in NITs. Applications were called last year and till now I guess no one is called for Interviews. some NITs even asked to send fresh copies of applications. I would like to know why NITs are asking ppl to waste there money in sending DDs and applications so mant times, when they have to recuriet there own candidates.

I came to know that if nay NIT publishes vacancy it has to process withing a year [or six months] else new applications are to be invited.
CASE: NIT Raipur invited applications in 2009 and did nothing. Now it has published corregendum that invites update information from those who had applied earlier. It is not giving any chance to new applicants. Please help us to break the biased mindset.

same is the case with MNIT Jaipur they asked for DD of RS 500/- then after almost 1 year they asked to resend the application with details in first application..i realized one thing when ever you are sending application to NITs keep a copy of that They will never do it in one go..and be ready to pay 500 for DD +100 for first application +100 for second application(postage charges). Then they will probably send you interview call.. NITKKR never asked for reapplications the advertisement appeared in Jan or feb 2010…and I don’t know what happened to my application I am dam sure they can not reject application on the basis of qualification or experience or publications. and my application reached well before time I have proof of that through speed post tracking system…
Don’t know what will happen as I published 3 more papers after previous application and I can’t even update that..

As per my knowledge they will ask you to update your application i.e you shall be asked to add-in the latest info on qualification and publication. But keep a tab on corregendum.
As per the heard rules any college inviting aplication must finalise recruitment in a year/six months. And if it cannot new applicants should also be allowed to apply. Do you have any copy of such circular/notification. if so please pass to me

Thanks for the reply I am not aware of any such rule.. and I guess the advertisement by NITKKR was posted in January 2010 with last date for applying as 02/03/2010. But I haven’t seen any updates from there side till now..nor I was called for Interview if it happened t all..As far as MNIT jaipur is concerned they called for fresh application don’t know what happened to NITh’s advertisement..
If you are sure that interviews should get over with in one year than I guess I should file an file an RTI asking about why I was not called for interviews at NITKKR if they called anyone at all…the worst part is no one replies about whether the interviews are over or not..I guess every one is getting a back door entry..in this forum also I haven’t seen any one replying on mine or your comment they are talking about directors not about us (small guys with no source)..

You can file an RTI to know your status. Backdoor entries are made but not like this. For letting a person get job , in case of back door entry, the admin first make them an internal candidate for some years and then they will make him/her permananent. Iwonder about the functioning of Admins and babus.

The interview for the post of Director NIT SIlchar & NIT Srinagar was held on 21st July 2011 in ISRO headquater Bangalore. Prof. U.R. Rao was the chairman of the selection committee. Altogether four experts were there including Prof. U.R. Rao. Six candidates reported for the interview. One of them was Col. J. S. Virk. Col. Virk was the director of NIT Silchar. There were numbers of allegations against him during that period. He was compellled to leave NIT Silchar due his dictatorship and corruption. Faculties of NIT silchar were on strike for the removal of the Col. J. S. Virk. But the same Virk has been called for interview by MHRD department. It is unfortunate.
There is an administrative collapse at the beginning of new academic session in N I T Calicut. The second in charge Director has put in his resignation to M H R D. the Registrar in charge (Prof EE officiating) was forced to resign. Many Deans are continuing after their term of three years. The Board of Governors not constituted as per N I T Act. Chairman nominee is not aware of what is going on. It seems non teaching staff and teaching staff forced Registrar to resign. Officers in MHRD or honourable minister has no time as he is busy defending PM and FM against Raja in 2G and 2G.

Can this forum get a copy of the application form/biodata submitted by Col. J. S. Virk, who was a candidate in the interview, and made public? Actually, so far my knowledge goes, Dr. Virk may not even be selected for Professor post of an NIT and how he can be called for Director post by MHRD? A professor of NIT, Silchar, who became the Principal of Tripura Engg. College and later Director -in-Charge of NIT, Agartala, was not selected for the same professor post he was holding before moving to NITA, when he wanted to return back to NITS after expiry of his lien period. Because, to become a professor, as of now, one has to have atleast three journal publications, guiding Ph.D. scholars successfully.

Sandeep Sanchetti’s term is expiring in Nov 11, unless his term is extended, how can he continue in NITK itself, leave alone NITC. This remote control and ruling an institution by Fax should stop. Some one should be in place as full time Director.
Mr Ayyappan may be correct, but NITC is running without a Director for the past 10 months, no permanent Registrar and tenure expired Deans, This situation has to be changed, MHRD peoples should act upon immediately.
True, NITC requires a permanent Director. But the absence of a Registrar, and over extended term Deans are the legacy of the former Director GRCR who never bothered about the proper administration except his personal gains during his five year term.It seems he is in for another term in another NIT elsewhere!!! let me tell that the new director joined on 3rd of June upto 3rd june there was no director and all the bills where passed by Mr.J.K.Palit he demanded commission for those bill also hrd requested honorable president of india to sack him because of inquiry committee reports that was summitted ,which proved charges against Mr. Palit…..And also Mr. Palit was found guilty for taking plane fare for his Patna -New Delhi Flight from India literacy mission, NIT Kurukshetra, and also from Bihar Government for the same ticket at the same time and all the charges where proven. Director Professor Anand Mohan was unaware about the incidence because he joined before 2 months only as told by NIT People that he is very strict and honest. Let us see what he does. HRD has given him 3 appreciation certificates in 2 months. He very loyal to his duties and very short tempered.
Actually he was chairman in a panel of defence so you people may judge that how psycho he may be . A man should not be that much strict. But anyways NIT Kurukshetra was such a place where everyone was involved in corruption this director has made 75% attendance compulsory so everyone was against him. He is close to Arvind Kejriwalji ( A very known to Anna Hazareji) so this central government is also aganist him.

The HRD officials support the corrupt NIT officials as they get a share of the loot. That is why the old corrupt Directors are coming back one by one.Some of the former Directors who are not qualified as per advt are coming back.. See the case of former AICTE Chairman who was sacked by HRD minister returning as Director (Chairman) of an IIT !!!!! One Anna Hazare is not sufficient to stop these people, hundreds or thousands are required to save this country.
Its nice to see that many things do has come out against Mr. Palit. My query was based on common sense and general rules. This parson has vitiated the atmosphere of an institution. There are so many people like this in many institutions. We should clean them from these elements. Also, I do agree that there are always some people, who are not sincere in their duties and responsibilities. If they have classes in the 1st half they leave the institute in the 2nd half and if the class is in the 2nd half, they come in the 2nd half only. They will definitely be against any strict Director. The day has come to act to annihilate these elements. I feel that every person’s professional activities are evaluated and recorded and in the event of poor performance (especially omission of duties and responsibilities should be given highest priority) , there should be some actions.
Prof.Gupta the most corrupt has been elected as President of Teacher’s Association of NIT Kurukshetra why does the Honorable Director NIT Kurukshetra stops these people and dissolves the Karamchari-Sang And Teacher’s Association.
Prof Gupta is very dirty fellow and has many charges against him also he has been a history of suspensions in past decade.
All the teachers who have chosen him are Corrupt he got only 37 votes and his competitor got 36 votes and rest of the teachers were absent.this fellow wins by 1 vote only .
He will never succeed in-front of such a honest Director who is a very strict fellow.

NITK Surthkal is doing CAS interviews promoting mass of Associate prof to Professor level violating all rules just to avoid Sarangi report.
The director Sandeep Sancheti is conducting this interview just before he is leaving in one week as director of NIT delhi.
please post any information related to Sarangi report asp. Will it be through in the next NIT council meeting on 15th Nov 2011. Many directors are conducting CAS interviews making their own guidelines, to avoid sarangi report. All PB3 assistant profs with Ph.D and post doc experience are still at 15,700+6000 (AGP). I think all those should for a new association.
The Sarangi report will be placed in the forth coming NIT council meeting. Probably it will be approved and that is why most of the Directors are conducting the CAS interviews.

Who says I have not done anything for NIT-R. Event if my eyes have a squint then also I have an eye over everything. I see to it no student pisses in my swimming pool. I am strongly in favour that students need more than four years to complete their engg. Hence I am proud to say that atleast 100 students from every batch get a year back or a ninth sem..Apart from that I will be happy to notify my criticisers that Hall 8 has been fully constructed after the 4th attmpt…
Many readers inquired about the Sarangi report. In fact it has been tabled in the NIT council meet and this would sure send chill down the spine for those who are in initial cadre.
Excerpts from the report.
1. A persistent demand by the incumbent V CPC Asst Prof that they be placed in Pay Band 4 with Asso. Prof cadre was rejected.
2. Selection process even for AGP movement (6000-7000/7000-8000) which in turn open a window for favoritism even for fringe benefits without designation change (as per V CPC interview only for designation changes)
3. Essential requirements for AGP upgradation and Designation changes are much stringent.
ex. for 7000-8000
2 SCI publications outside PhD works
2 Sponsored projects
with desirable requirements such as patent publications
4. The report so brazenly advocate for declining AGP upgradations for all who meet minimum eligiblity criteria thereby creating an undercurrent of frustration and demotivation of all employees.
5. No scope for any AGP upgradations to non PhD holders.
6. The agony of the report is that the discretionary powers of selection committees and Board of Governors besides Directors/HoDs have been set aside by Sarangi by invoking two comprehensive annexures detailing step by step what is the guideline for selection. Though this in fact reduce favoritism by in-house satraps of institute but this is in complete contrary to the very concept of being autonomous leaving scope for respective BoGs to frame rules to suit the geographic constraints.
Hope the might of faculty associations only can save members from impending crucification by selection committees.
Has someone analysed the promotions and recruitment conducted by these director who have been the member of this Sarangi committee? They have conducted recruitment after the new guidelines regarding the eligibility criteria were released but not notified. During this time they have recruited people with only only eye i.e favoritism. They have promoted ineligible persons and now they want to put them in PB – IV without any selection committee, whereas if AGP is to be increased then there is only one way and that is through selection committee.
Some of the Directors who prepared the Sarangi report are not even qualified to be a Principal of an ordinary engineering college. If they turn to themselves, will they be qualified to be an Asst Professor in NITs?. But by the blessings of the his lobby and the MHRD offcicials, they are all back in power. Even the UGC guidelines were transparent and even though harsh in some cases, but at least had some meaningful criteria on what a teacher is required to do was given, The prezent report (Sararangi) is leaving all to be at the msrcy of the bosses as very few will qualify the norms prescribed. One may have guided several PhDs but no promotion unerss you have projects and you know how projects come these days, only through lobbying and contacts.
I heard that NIT Rourkela is going to change as IIT Rourkela from this april 2012 onwards is it?
I think the sixth pay commission has been prepared under the garb of corruption. SGL people from some nits and delhi colleges both arts and science have given lot of many to members of chadda committee constituted by ugc . This committee has recommended pay band 4 to these un qualified and under merit faculty members and the height of the matter is that thier designation has also been changed to Associate Professor. So some non phds have also been given Associate professor designation who would otherwise do not dream of becoming even assistant professor. Also Professors have been descriminated by bringing them at pat with SGL +1000 , the difference in grade pay. Shame on you Prof Chadda the Chairman of UGC pay committee.

If he continues his corruption activities, how will the MHRD protect the society and the government funds ? How many times he applied for the VC posts of Anna University of Technology in Tamilnadu? How will the Government of India ensure that he will not utiliise all the resources of NITTTR Chennai for his welfare?

Dr.S.Mohan is claiming that he is a professor of IIT-Madras and the Director of NITTTR-Chennai.
He is planning to take a project with IIT seal. He also wish to take many projects in NITTTR_Chennai.He will be happy to take projects with NIT-Calicut seal !
Wonderful professor and director.He attended the international seminar in Malaysia as a Professor of IIT while at NITTTR Chennai as the Director without getting the approval from MHRD for this foreign trip.He took his project Associate Dr.G.Janardhanan and approved the reimbursement of travel by Jet airways from NITTTR Chennai.

Dr.S.Mohan, Director of NITTTR-Chennai provides Institute (NITTTR) funds for the training of Dr.G.Janardhanan, a vising faculty of NITTTR-Chennai., where as he denies the same for the full time faculty to attend the seminars and training.Which rule allows a visiting faculty to utilize the institute’s fund to undergo the training ?

New recruitment rule called model RR for NIT faculties is removed from MHRD website. Any reason for it?
Eventhough NIT Council meeting held in November 2011 accepted Prof Sarangi committee recommendations; in this report there are three sections: (i) Resolving pay anomaly among NIT Faculty, (ii) CAS guidelines for NIT and (iii) Model Recruitment Rules for faculty of NIT’s. However two parts of the recommendations on (i) CAS guidelines for NIT and (ii) Model Recruitment Rules for faculty of NIT’s are already published by MHRD as govt. order. But the third part on “removal of pay anomaly problem” is not yet published by MHRD as office order. Any information?

Mohan, the present Director of NITTTR, Chennai has suspended two faculty menbers for raising their voice against his illegal apontments.
*He is least bothered about court jugdements, aginst who thereis a contempt case.
*He along with V.Veerasamy , former sanitation person at IIT madras is looting money through illegal contract works.
*since many people are against MOHAN he refused to sanction the annual increment for NITTTR employees for the year 2012. what a pity???????????????
After the CCB-2012 case in Odisha High Court, I guess Dr. Sunil Kumar Sarangi should step down on his own( he thinks he can change any rule anytime)
There is no lack of good, deserving candidates to lead such institutes. The will to fairly search and select candiates is lacking. Only yes men are wanted. Very simple, call for applications, add to this the nominations as well, and then have an independent international panel to select the best or reject all if none found suitable.

During his youth, Prof. Sarangi was not known to his adjacent neighbour. But when he crossed his 60, he became so famous that he got 3 times appointment and subsequently a 2 years extension as the director of NIT Rourkela during the last UPA government!

FIRST TENURE OF DIRECTOR SHOULD B 3-YRS INSTEAD OF 5-YRS AND IN LINE WITH VC TERMS NORMALLY OBSERVED.

Why the result of selection committee is pending till now…..is there some lobbying going on, heard name of Dr. Satish Kumar former Chief controller R&D, DRDO for the position of director of NIT Kurukshetra and Some Prof. Rajeev Tripathi(NIT Allabhad) for NIT Jaipur and Prof. Lalit Awasthi (NIT Hamirpur) for NIT Allabhad….Prof I K Bhatt for NIT Warangal…is this rumour or true …can anybody solve this query??? the selection committee suggest names and now the new minister HRD might be managing it by his own interest as people say is it true???
